The first meeting of the Russian-Chinese Agricultural Sub-Commission: beer brand “Khamovniki Pilsner” was highly appreciated by the Vice Minister of Agriculture of China Niu Dun. (2014-09-30)

ThePresidentoftheUnionA. Mordovin took part in the first meeting of the Sub-Commission that was held in September 18, in the Ministry of Agriculture of PRC in Beijing.

It bears reminding that our Union was the mover of establishing of the mentioned Sub-commission ((refer to http://barley-malt.ru/?cat=106&lang=en) and the project “Beijing Program” is the only one agricultural project directed by the Russian-Chinese Commission for Preparing Regular Summit Conferences.

The decision to establish the Agricultural Sub-Commission was issued by the Chairman of the Government of the RF D.A. Medvedev, the Directive 707-p dd. 29.04.2014. It was approved

– by the Chairman of the Russian side of the Sub-Commission Shestakov I.V. – the Deputy Minister of Agriculture of the RF, the Head of the Federal Fishery Agency;

– by the Chairman of the Chinese side of the Sub-Commission Niu Dun, the Vice Minister of Agriculture of PRC.

Opening the meeting, Parties noted that Sub-Commission activity will play an important role in agricultural industry of Russia and China.

Recently, Russian-Chinese cooperation in agriculture (plant breeding, animal production, agricultural science) grows rapidly.

The most promising direction for cooperation of two countries in agriculture is trading and strengthening of investment climate in border areas of Russia and China. Ilya Shestakov noted that Russian producers are interested in Chinese market and Chinese representatives underlined a productive cooperation concerning including of two Chinese companies producing pork in the State Registry of Enterprises supplying products to the Customs Territory.

Successful agricultural trading between Russia and China depends on high cooperation level between Veterinary and Phytosanitary Services. So, the third meeting of the Working Group for veterinary and phytosanitary control was held in September 18-19 in Beijing.

Deputy Ministers of Agriculture studied investment projects for Amur, Voronezh, Omsk, Tomsk Regions, Zabaikalsk and Primorsky Territories, the Republic of Buryatia and agreed to provide assistance for their implementation. The key point of the activity of the Sub-Commission was export of the Russian grain to PRC. This question is the most important in the development of the Russian-Chinese agricultural cooperation and was raised by our Union several times.

It bears reminding that at present time, a request for accreditation of the Omsk Region as the first grain supplier to PRC is under consideration of the Ministry of Agriculture of the RF, the Federal Service for Veterinary and Phytosanitary Surveillance and the General Administration of Quality Supervision, Inspection and Quarantine of PRC.

After the meeting, participants were invited to the banquet, where the members of the Ministry of Agriculture of PRC highly appreciated the beer brand “Khamovniki” made by Moscow Brewing Company. In the course of bilateral talks, the President of Barley, Malt, Hops & Beer Union A. Mordovin and the Deputy Minister of Agriculture of PRC Niu Dun made a point of further implementation of “Beijing Program” and obtaining of accreditation of the RF as the grain supplier to PRC.  

Also the President of the Union A. Mordovin was invited by Chinese colleagues to the new building of the China National Research Institute of Food and Fermentation Industries.

We were surprised by the highest scientific and technical level of the institute and research laboratories. So, the Government in PRC supports science and takes care of consumers – for example in the brewing industry, public bodies purchase thousands of beer samples all over the country every year, sample raw materials for beer production and carefully examine it.

It is interesting to note the absence of PET containers for beer in China. According to their opinion, plastic bottles don’t provide the proper quality characteristics for beer and when a few years ago the largest transnational companies tried to introduce PET in the country, the Government prohibited it.
