PET – what surge that sound can start in every Russian’s heart.
Sequence of events concerning limits for PET use reminds a detective novel that will run and run and finally end.
Observing intensification of lobbyists’ activity supporting transnational brewing business, opposing Anti-Alcohol Concept approved by V.V. Putin (http://barley-malt.ru/?p=3388&lang=en), the President of our Union Alexander Mordovin sent a letter (dd. 12.03.2015) “PET prohibition: pardon impossible to execute” to Vladimir Putin where he asked the President to entrust the Government with a task to explore the issue of PET use limitation (http://barley-malt.ru/?p=13072&lang=en).
Government’s viewpoint was explained by the Deputy Chairman of the Government of the RF Sergey Prikhodko:
Taking into account the fact that the bill was passed in the first reading in June 10, 2014 but it is still amended, the Government of the RF offers to switch to alcohol production in polymer container of 1,5 l. from July 1, 2016.
In order to implement the state policy focused on lowering of alcohol abuse, the Government of the RF offers to make a phased transition to alcohol production in PET containers not exceeding 0,5 l.”
Moreover, in May 20, 2015, within the meeting, the Chairman of the Government Alexander Khloponin informed representatives of the brewing business that this limits were unavoidable.
Transnational brewing companies are ready to go any length to get their multi-billion revenues from sales of low quality products.
Transnational companies put their best foot forward profit saving, at times breaking the law. Let’s remember the phrase of the famous English publisher Dunning:
“Capital is said … to fly turbulence and strife, and to be timid, which is very true; but this is very incompletely stating the question. Capital eschews no profit, or very small profit, just as Nature was formerly said to abhor a vacuum. With adequate profit, capital is very bold. A certain 10 per cent will ensure its employment anywhere; 20 per cent certain will produce eagerness; 50 per cent., positive audacity; 100 per cent will make it ready to trample on all human laws; 300 per cent, and there is not a crime at which it will scruple, nor a risk it will not run, even to the chance of its owner being hanged. If turbulence and strife will bring a profit, it will freely encourage both. Smuggling and the slave-trade have amply proved all that is here stated.”
What has changed since XIX century? Nothing. Realizing their hopelessness, transnational representatives try a last-ditch effort…
Let’s remember a colorful expression of Dmitry Medvedev:
“Our law-enforcement agencies and legislative authorities shall stop to nightmarize business”
May be, analysts from London, Brussels and Copenhagen transnational companies gave a lot of thought over this phrase and realized: if legislative authorities cannot nightmarize business, so business representatives can nightmarize Russian authorities.
They began broadcasting a horror story:
“If limitation of PET use will be introduced, results will be worse than now”
What results, you ask? Unfortunately, we have no right to announce this horror story publicly. “Direct interference in the activity of Russian executive authorities and colossal pressure!” You’ll guess. “Ever more!” – we’ll answer.
As a result, during the meeting devoted to priority investment projects and import substitution in the petrochemistry, led by the Prime Minister Dmitry Medvedev in July 20 in Omsk, it was decided to explore the issue, concerning introduction of limits for PET use and to give a final report till August 25.
We consider these things to be impossible. And we’ll not allow nightmarizing our Government. Everything, we have done, will be “offscreen” but we managed to inform the right man about a current situation and pointed persons who “pull the strings of power”.
First conclusions have been drawn; Government’s position will be unchanged.
The recent event of the mentioned topic is a voluntary refusal of PET containers by “Russian” Brewers’ Union, when it will be anyway prohibited by law. It looks silly for an expert as well as for an outsider.
“Melted out”, it is difficult to put up a brave front. Dear representatives of transnational business, don’t nightmarize Russian Government! You got absorbed in playing.
Our next steps: no doubt, we’ll finish this topic. Limitation of 1,5 l. PET containers will have a positive impact on alcohol affordability for consumers but from the other hand a quantity of used plastic bottles will be increased to 30%, because for bottling of 6 l. of beer, 4 PET containers of 1,5 l. will be required. It bears noting that Russian plastics industry will be the gainer by limits introduction because the weight of 4 PET performs for blow molding of 1,5 l. bottles is approximately to 30% higher than 3 performs for blow molding of 2 l. containers.
