The President of the Grain Producers’ Union Pavel Skurikhin and the President of Barley, Malt, Hops & Beer Union Alexander Mordovin took part in the Fifth Anniversary Meeting of the Ministers of Agriculture of BRICS countries and the second meeting of the Agricultural Sub-Commission within Russia-China Commission for Regular Summit Conferences. It bears noting that “Beijing Program” (refer to http://barley-malt.ru/?cat=106&lang=en) is a joint project of two Unions, focused on Russian grain deliveries to PRC.

The following issues have been discussed within Sub-Commission: bilateral agricultural and food commodity turnover, results of 4th meeting of the Working Group for Cooperation, Veterinary and Phytosanitary Surveillance and Food Safety, improving of the investment climate and cooperation in the sphere of large investment projects.
Finishing “Beijing Program” presentation (refer to presentation), Alexander Mordovin asked representatives from PRC: why is business of two countries ready for cooperation, in particular grain delivery to PRC, but there is no any possibility to implement it. Besides, analysis of the activity of the China Department for Quality, Inspection and Quarantine shows overriding tardiness of PRC authorities, while the Russian Ministry of Agriculture and the Deputy Minister Sergey Levin, the Chairman of the Sub-Commission from the Russian side, are trying their best to solve this problem at the nearest time.
After presentation and a direct question of Alexander Mordovin, there was a long speech of the Chinese Chairman of the Sub-Commission, the Deputy Minister of Agriculture of PRC Qu Dongyu and other five PRC representatives but none of them gave an answer to the question “WHEN”.
At the end of the meeting, a leader of the China delegation voiced a “list of offences” towards the RF:
– problems with issuing of the working visa to PRC representatives and necessity to test proficiency (pointing that China has many top-rankled specialists but they often don’t have any supporting documents);
– problems, concerning allocation of agricultural lands (mentioning the fact that PRC realizes concerns of the Russian Government towards destroying of fertile lands, abandoning etc.);
– problems with a quota to Pollack (according to Dongyu’s opinion, South Korea received a quota to Pollack for 40.000 tons and PRC – only 18.000 tons).
As Mr. Dongyu noted, it was necessary to create a practical approach to issues of bilateral cooperation, on “give-and-take” basis.
So, let’s resume the meeting of the Sub-Commission. To our opinion, the main outcome – PRC representatives voiced their disagreement, underlining the fact that they were ready to meet advances.
What shall we do? It is necessary to create a practical approach, based on interests of the agricultural complex of the RF and our State and to solve assigned tasks on “give-and-take” basis.
