Vladimir Putin approved first limits for PET use. Who lost and what next? (2016-06-23)

Today, on June 23, the President of the RF approved first limits for PET use, according to which since January 1, 2017 it is prohibited to produce and distribute (excluding retail sales) alcohol products in PET containers, exceeding 1,5 l.

Dear colleagues, this decision was predictable, including our 10 years efforts and artificially created struggle with Russian Brewers’ Union.

It bears noting that in June 10, 2016 all deputies of the State Duma, excluding two persons and all members of the Federation Council voted for the bill.  

Besides, a well coordinated work of our colleagues – representatives of transnational brewing business, concerning PET support and effective defense of their interests at all political levels deserves high appreciation.

But, despite involving of political forces in the person of the Commissioner for the Russian President Boris Titov, offering postponement of PET prohibition, a position of the Presidential Administration didn’t changed.

It bears noting that Boris Titov supported an initiative of the deputies of the Tomsk Region, offering to postpone bill accepting till 2019.

Fortunately, the Presidential Administration and personally Sergey Ivanov keeps up on affairs and problems which we discussed in 2015 with support of the Russian Orthodox Church:

In December 30, 2009 the Prime-Minister V.V. Putin approved the Government Conception focused on lowering of alcohol over use level by 2020; PET limits, USAIS and licensing were also planned.

We can observe first positive steps but despite it, alcohol problem exists, making great harm to the development of the society.

Information for citizens:

– conducting of a campaign in mass media focused on danger from alcohol use.

Alcohol limits:

– tightening of responsibility for alcohol use and advertising, reducing of alcohol shops to European level;

– PET prohibition;

– amending of the Federal Law “Concerning Protection of Rights of the Legal and Individual Persons” in order to simplify the control procedure for alcohol companies.


– prohibition of sponsor advertising of alcohol and beer at sport venues and mass media;

– transfer of beer excise taxes to the federal budget.

Struggle with illegal brewing products:

– criminal sanction for illegal production;

– introduction of licensing for alcohol;

– effective mechanisms of the State control for retail sales, including USAIS and RFID.

So, chronology of convergence of our Union and transnational brewing companies due to strengthening of the position of the Government authorities concerning PET prohibition is worth noting – starting from the total fightback of any PET limits in 2010 to free-will self-limitation of beer production in PET containers exceeding 2,5l. and beer with alcohol content over 6% from January 1, 2014 to PET with volume of 1,5l.

Last official proposal of the Russian Brewers’ Union:

«Companies-members of the Russian Brewers’ Union will stop beer production in PET exceeding 1,5l. voluntarily from July 1, 2016»

«Russian Brewers’ Union is sharing the Government Conception focused on decreasing of alcohol abuse,  stops beer production in PET containers exceeding 1,5 l. and is ready to support the Government of the RF in solving of real problems connected with over use of alcohol,»says Andrey Gubka, the Chairman of Russian Brewers’ Union».

It is interesting, do all members of the Russian Brewers’ Union agree with this position? “That story is for the birds”! Why do they behave so, if ready to stop beer production in PET over 1,5l. voluntarily?

But as the phrase goes “Truth lies in minor things…” Few are aware that this supposed self-limitation has a small postscript: these limits cover only beer with alcohol content over 6%!

These limits wouldn’t impact on beer production, because beer share in PET exceeding 1,5l. with alcohol content over 6% in the total production volume is near 2% but beer strength over 0,5% is equal to 30% or 1,5 billion litres.

Who is a loser in this situation? Not transnational brewing companies, large PET containers are used by Russian regional companies. Unfortunately, these companies were involved into political disorder followed by vain promises.

Proposal of our Union concerning a common position, focused on cut of PET containers up to 0,5l. in return of decreasing of excise taxes for beer, brewed according to classical brewing rules, bottled to glass or cans wasn’t implemented.

Further steps towards PET prohibition were voiced by the Deputy Finance Minister Ilya Trunin:

Trunin I. «It is only the first step, in 2017 we’ll monitor the market situation and impact of these measures on the alcohol market with all ensuing consequences»


So, this prohibition will greatly touch only “Ochakovo”, a producer of products in large containers and lead to additional investments.

What next? We think that thanks to introduction of a cross USAIS system, brewing production will jump. Taking into account upcoming changes in the State Duma, rapid movement of events is possible. It is not difficult to amend and tighten existing system of PET limits.

And as a postscript, we’d like to add that “PET container story” has just led to dismissal of one the high-ranking member of the company AB INBEV – the VP Legal & Corporate Affairs Europe Steve Leroy.     Знаю, что проверять Вы любите и конечно же, врядли с 1 июля, то есть через неделю все предприятия, что входят в СРП прекратят выпуск пива в таре больше 1,5 литров. Помимо гигантов, в составе Союза РП и Томскпиво, и Хмелёфф и так далее…

    Повод для очередной информационной войны…??? Зачем это надо. Кто мешает вам дружить друг с другом. Хватит. Прошу, уверен что и многие пивовары меня поддержат, сесть за стол переговоров.

    А как им дружить, когда в статье про СРП в Минсельхозе было написано, что их посдтавили. Другой вопрос зачем СРП это сделало. С аграриями принято дружить. Не только в России, но и в других странах. Их лоббисткие силы значимы.

    А тут всё ячменникам пытается СРП свинью подкинуть, то конкурс по ячменю выдумает свой, то
    на Мордовина ОМОН натравляет. Сложно в таких условиях идти навстречу.

    Не знаю, кто там в СРП главный злыдень, или их несколько, но по шапке ему (им) дать давно пора…

    Согласно официальному заключению Института Фраунхофера: «Ни одно из исследованных веществ не было обнаружено в образцах ПЭТ и ПЭТ бутылок, исследованные образцы соответствуют всем требованиям безопасности Статьи 3 Рамочного положения (EC) № 1935/2004 при контакте со всеми типами пищевых продуктов, при любых условиях контакта и при любом уровне наполнения».

    А я читала, что эксперты французского исследовательского центра Eurofins, анализировавшие ранее образцы пива в российской ПЭТ таре сообщили: «На основании данных, полученных нами в результате лабораторных исследований десяти сортов пива в ПЭТ-упаковке, можно сделать вывод, что это пиво не имеет каких-либо отклонений относительно другой пивоваренной продукции на рынке и совершенно безопасно для употребления человеком».

    Я тоже изучал многие исследования, в которых подтверждалось, что ПЭТ бутылка безвредна. Но все-же это вопрос относительный. Тем не менее совершенно очевидно, что вопрос здесь не во вреде ПЭТ бутылки, а в том, что на текущий момент это самая популярная тара для потребителя (моя работа со многими пивзаводами России подтверждает это). Поэтому лоббизм темы очевиден. В результате пивзаводы просядут еще сильнее. А кое-кто хорошо на этом выиграет. Как, в общем-то и всегда у нас.
