Expansion of authorities of the Federal Service for Alcohol Market Regulation (2013-10-01)

We’d like to inform you that a Decree of the Government of the Russian Federation “On Introducing Amendments to Certain Legislative Acts of the Russian Federation Concerning Improvement of the State Regulation in the matter of the Production and Circulation of Ethyl Alcohol, Alcoholic and Alcohol-Containing Products” is preparing for enacting.

In this regard it would be proper to add a number of the statements to the Federal Service for Alcohol Market Regulation

Order No154 from February 24, 2009 (hereinafter referred to as the Decree of the Government of the Russian Federation No154). According to these amendments the following powers are conferred on the Federal Service for Alcohol Market Regulation:

– approval of the capacity calculation methods of the core process equipment for beer, cider, poire and mead production;

– maintenance of the Unified State Register for the core process equipment capacity relating to beer, cider, poire and mead production;

– receiving production capacity calculations from the companies producing ethyl alcohol and spirituous and also from the plants producing beer, cider, poire and mead with productive capacity no more than 300 th.dL per year;

– receiving notifications of suspending or further continuation of the core process equipment employment for ethyl alcohol and spirituous production;

– receiving notifications of buying core process equipment for beer, cider, poire and mead production with further installation that will result in overutilization of capacity whereby it is acceptable to use this kind of equipment without fitting of automatic measuring instruments and device for accounting of the total production volume;

– reviewing of production capacity calculations given by the companies producing beer, cider, poire and mead with productive capacity no more than 300 th.dL per year;

– examination of the equipment in order to fix reliability of the estimates of the production capacity presented by above-noted companies;

– taking a decision of acceptability and impermissibility of the core process equipment employment for beer, cider, poire and mead production without fitting of automatic measuring instruments and device for accounting of the total production volume.
