The Federation Council – licensing procedure for beer and beverage production and circulation – extended meeting. (2014-04-14)

An extended meeting of the Committee of the Federation Council for Agrarian and Food Policy and Environmental Management will be held in April 15, 2014. This Committee is responsible for alcohol industry:

The Committee of the Federation Council supervises the following items:

– state agrarian and food policy; agricultural production, food, processing industries, agricultural markets, food security;

– technical regulation, quality and certification of agricultural and food products, regulation of alcohol and alcohol-containing production;

About the Federal Draft Law No 463846-6 «Concerning Amendments of the Federal Law “On the State Regulation of the Production and Circulation of Ethyl Alcohol, Alcoholic and Alcohol-Containing Products and limits for alcohol consumption”» supported by 9 deputies of the State Duma Pletneva T.V., Andreev A.A., Alimova O.N. etc., examined by the Board of the State Duma in March 31, 2014. According to the bill the licensing of beer and beverage production and circulation will be introduced in July 1, 2014. Background information:

Currently a letter from the Administrative Department of the President of the Russian Federation was submitted. It was said that Government’s resolution for the bill was not required. It was also decided to submit the bill to the State Duma, include it in the time schedule during spring session and set a time limit for introducing the bill in the first reading on June 2014.

The Chief Executive Officer of Barley, Malt Hops & Beer Union Rubtsov A.V. will take part in the meeting of the Committee of the Federation Council.

The viewpoints of the Union will be stated within the meeting:

– to study possibility for extension of the effective date of the bill to 01.01.2015 for companies with annual output over 10 million hectoliters;

– to study possibility for extension of the effective date of the bill concerning transition period to 01.01.2016 for Russian independent brewing companies with annual output over 300.000 dL. up to 10 million hectoliters;

– to lift the lower limit of licensing and exempt Russian independent brewing companies with annual output up to 300.000 dL. from licensing procedure.

By deputies’ opinion, mentioned amendments will help to monitor the product quality. It is not a secret that unfair producers use rice, corn, high-maltose syrup and other malt substitutes exceeding 20% from the volume in order to fatten the profits. So, many popular brands are made according to the shortcut method – during 15 days. As a result we drink so called “commercial beverage” but not beer. And with licensing procedure beer manufacturers will have to abide by production norms and beer will be made of hops, malt and water.
