The Ministry of Agriculture drafted the Federal Law “Concerning public grain warehouses” in order to modernize the current legislation of the RF in terms of warehousing services accomplishment and circulation of storage certificates aiming to achieve key purposes of the agrarian policy, forming the effective agricultural market followed by high profitability of agricultural producers, creation of congenial investment climate and providing protection of grain depositors’ interests.
Aims of proposed regulation:
Development of services market for public grain warehousing, increasing of investment security, providing protection of grain depositors’ interests, improvement of e-document management and legal self regulation mechanism in the field of public grain warehouses activity.
Description of proposed regulation method:
Regulation of public warehouses activity, concerning acceptance, distribution and accounting of grain deposit by the public warehouse, followed by storage certificates, including e-documents and defining of the legal position of self-regulated public warehouses.
Reasons for performing of this regulation method:
Poor protection of grain market participants in the sphere of public warehouse, accounting of peculiarities of the grain market, necessity for improving of e-document system.
So, taking into account opinions of many participants and branch unions, the Ministry of Agriculture decided to draft this Federal Law.
By introducer’s opinion, this proposed regulation will work towards development of services market for public grain warehousing, increasing of investment security, providing protection of grain depositors’ interests, improving of e-document management and legal self regulation mechanism in the field of public grain warehouses activity.
