Water is life
Water is a life spring. It is a symbol of purity and fertility. According to all known legends, life arose from water. Many years ago, when people put mutual respect before gold, the following message was written on the spring:
“Traveler, stop and bow. Spring water gives life to young people, health to adults and presents beauty and love to women…”
Unfortunately, a definition “dead water” will soon become not a myth but reality for all people of participating countries of the Eurasian Economic Union, who will have to drink dead water if Technical Regulation “Concerning safety of packed drinking water”, including natural mineral water is approved.
What happened? By analogy with Technical Regulation “On safety of alcohol production”, crammed down by transnational brewing business, a history with the Technical Regulation “On Water” is repeating supported by other transnational companies like “Pepsi and Co”.
According to the request of the Trade and Commerce Chamber of the Stavropol Krai to the Chairman of the Federation Council V.I. Matvienko(refer to the request), an enlarged meeting of the Expert Council of the Federation Committee for Agrarian and Food Policy and Environmental Management has been held(refer to the invitation to the meeting). By results of the meeting the following recommendations have been elaborated and sent to the First Deputy Chairman of the Government I. Shuvalov.
We’d like to bring into focus the position of the Federation Council concerning impermissibility of interference of foreign-funded companies in drafting of Russian federal laws, technical regulations and other legislative acts.

Recommendations of the Expert Council of the Federation Committee for Agrarian and Food Policy and Environmental Management as a result of reviewing of the project of TRCU “Concerning Safety of Drinking Water Packed in Containers”.

According to the results of the meeting of the Expert Council of the Federation Committee for Agrarian and Food Policy and Environmental Management and comments availability of relevant departments, ministries and other organizations of the RF to recommend:
- to the Government of the RF:
to pay attention of ministries and departments of the RF to impermissibility of interference of foreign-funded companies in drafting of Russian federal laws, technical regulations and other legislative acts.
- to Eurasian Economic Commission:
2.1. to reject a project of TRCU directed to intrastate approval as it reads;
2.2. to complete TRCU project insofar as it refers to:
– used terminology, context and proposed classifications towards subjects of regulation;
– relaxation in the requirements to the quality of drinking and mineral water, allowing excess of toxic substances (mercury, cadmium, arsenic etc.);
– nonconformities to “Unified Sanitary Epidemiological and Hygienic Requirements for Goods Subject to Sanitary and Epidemiological Control (Supervision)” of the Customs Union Commission dd. 28.05.10 No299
– exceptions from Standards List, resulting in compliance with requirements of TRCU project “Mineral and natural drinking waters”;
– other comments of ministries, department and scientific community of the RF directed to the Eurasian Economic Commission.
- to the Federal Service for Oversight of Consumer Protection and Welfare together with the Trade and Commerce Ministry, the Ministry of Health of the RF and Caucasus Ministry:
3.1 within intrastate approval of TRCU project to remove a point 37, replacing meanings “geographical feature” and “geological feature – mineral deposit” related to natural mineral water;
3.2. to consider the possibility for removing therapeutic-table water from the list of subjects of regulation.
4.to the Ministry of Health of the RF:
to direct the Federal Agency on Technical Regulating and Metrology to redraft a point 5.4.2. GOST P 54316-2011 “Natural Mineral Waters. General Terms” (hereinafter referred to as GOST); remove a reference to geological features (mineral water deposit, place, spring and other water deposit elements) from the definition of the natural mineral water and also make audit and updating. To bring into conformity an appendix B, table B.1. with actual characteristics and water conditions, removing references to certain down hole numbers.
- to send mentioned recommendations to the Government of the RF.
