Russian barley deliveries to China (2012-09-25)

The representatives of the Barley, Malt and Beer Union have returned from the People’s Republic of China. In the framework of the Second All-China conference (attended by over 300 representatives of the malting and brewing industry of China) Alexander Mordovin presented the Russian production chain “malting barley-beer”.

During the visit a round table discussion “Delivery of high quality Russian barley to the People’s Republic of China” was held. Top managers of the biggest Chinese malting and brewing companies, as well as malting barley traders from Hong Kong, took place in the round table discussion.

The Chinese market of beer and beverage is five times larger than the Russian one with the 15 % growth rate. Nowadays the PRC imports over 2 million tons barley from Australia, Canada and Argentina, as well as from the EU countries, with the total barley use of 5 million tons.

The malting companies of the PRC are situated either in the northern part of China – those oriented to domestic raw materials, or on the coast – those oriented to imported raw material. In 2012 the issues of northern malting plants were a lack of domestic raw materials and expensive delivery from the coast. The optimum alternative is: deliveries from the Russian Federation to the north of the PRC by rail and deliveries to the on-coast malting enterprises by sea.

In the framework of the round table a resolution was accepted. According to the resolution the leading China malting and brewing companies are ready to purchase Russian malting barley in bulk (price and quality points were also considered). Therefore the following events were scheduled:
1. Meeting with the Minister of Agriculture of the Russian Federation N. V. Fedorov with participation of the representatives of the Federal Veterinary and Phytosanitary Monitoring Service, ZAO “Rusagrotrans” and port elevators on the issues of delivery of Russian malting barley to the enterprises of malting and brewing industries of China;
2. Visit of the representatives of the Chinese Federal Veterinary and Phytosanitary Monitoring Service and the Ministry of Agriculture of the China to Russia to inspect the regions barley dispatch;
3. Visit of the Barley, Malt and Beer Union delegation to Omsk region and to the Altai Territory;
4. Accreditation of the Barley, Malt and Beer Union as a social control organization in the Chinese Federal Veterinary and Phytosanitary Monitoring Service and accreditation of suppliers.

An important part of the negotiation was realization of the joint scientific and technical project “On organization of scientific malting barley trials – the Beijing Program” that will allow to import malting barley varieties chosen by the Chinese industry and grown in Russia to China in 2-3 years.

Government commission of the PRC confirmed the interest for realization of this project by the appeal to the Ministry of Education and Science of the Russian Federation (the project monitor). The session of the Government commission of Russia is scheduled for November 2012.

An extensive business program was combined with the cultural one organized by the China’s part: “Day and night Beijing” in the framework of which the Forbidden City, the central Tiananmen Square, the Mausoleum of Mao Zedong, the Russian block Yabaolu, night clubs Passion’s, Chocolate and Maggi’s.
