In December 26, 2014 the Deputy Minister of Agriculture Andrey Volkov convened a Conference “Current state and prospects of the raw-material base for malt and brewing productions”.
Representatives of the Federation Council, the Federal Service for Alcohol Market regulation, regional executive authorities, branch unions and companies of the production chain “barley – beer” took part in the meeting.
The following questions as development of malting barley, malt and hops production, Technical Regulation of the countries of the Eurasian Economic Union “On Protection of Alcohol Products”, excise duty taxation, legislative regulation of the brewing industry and opportunities for optimization have been discussed.
One of the key moments of the meeting was signing of the Cooperation Agreement between the largest branch Unions: Barley, Malt, Hops & Beer Union and Viticulturists and Winemakers Union.
While signing the Cooperation Agreement, Presidents of the Unions Alexander Mordovin and Leonid Popovich noted mutuality of the production chains “barley-beer”, “grapes – wine”: beer and wine products – low alcohol fermentation products made as a result of manufacturing processes of natural raw materials of the Russian origin: grapes, hop and brewers malt.
Andrey Volkov mentioned necessity for further implementation and development of 3 “K” Rules: Consumption culture, Beer and wine quality and State control; and also necessity for import limitation and export expansion.
The Unions make sure of necessity for cooperation with legislative authorities, special-purpose committees of the State Duma and the Federation Council, the Federal Service for Alcohol Market Regulation, the Ministry of Agriculture, the Ministry for Economic development, Trade and Industry Ministry, the Eurasian Economic Commission in order to develop domestic raw materials base for brewing and wine products and also the Russian small and medium independent brewing and winemaking business.
According to the results of the meeting, a record of the meeting has been made and it will be send to the Chairman of the Government of the RF and the Chairman of the Governmental Commission for Improving of Competitiveness and Regulation of the Alcohol Market Alexander Khloponin.
