“Beijing Program”: framework conditions for the possibility of barley deliveries to China (2016-07-12)

Dear colleagues,

We inform you that the fifth meeting of the Russian-Chinese working group took place from 1st to 3d of July in St.Petersburg. The Russian delegation was led by the Deputy Director of the Federal Service for Veterinary and Phytosanitary Surveillance Evgeny Nepoklonov, the Chinese delegation – by the Deputy Minister of the General Administration for Quality Supervision, Inspection and Quarantine ( AQSIQ) Wang Wei.   

Chinese representatives informed Russian delegation about a start of a process of Russian barley admission to the Chinese market followed by an inquirer containing data about an increase of barley import to China and Asian countries during recent years. The record was fixed in 2014/2015 – over 11 mln.t. with Chinese share of 10 million tons.  Scenario is developing according to “Beijing program” and “Roadmap”, drafted by Russian and Chinese representatives with participation of partner Unions: Grain producers’ Union and Barley, Malt, Hops and Beer Union. At this moment, two of five points of the “Roadmap” were fulfilled.

Roadmap for grain export to PRC

1. An official body for inspection and quarantine of the exporting country (hereinafter referred as Exporter) sends a written application concerning agricultural export with indication of a certain name, type and application sphere to the General Administration for Quality Supervision, Inspection and Quarantine.

2. General Administration for Quality Supervision, Inspection and Quarantine gives Exporter an inquirer containing all necessary data for analyzing of import risks.

3. After getting of information, General Administration for Quality Supervision, Inspection and Quarantine creates a group of specialists for risks assessments.

During this procedure, General Administration for Quality Supervision, Inspection and Quarantine, if necessary, can ask Exporter to provide corresponding additional materials.

According to assessment results, General Administration for Quality Supervision, Inspection and Quarantine makes a decision on whether to send specialists to exporting country for conducting of researches or not.

4. After completion of assessment procedure, General Administration for Quality Supervision, Inspection and Quarantine sends Exporter a Quarantine Record of imported products or raises quarantine claims for import. Parties consult on the mentioned question.

5. After arriving of a consensus on quarantine record and claims, it is allowed to deliver agricultural products according to the mentioned documents.

We hope that all agreements will be carried out till the end of 2016 and Russian barley, including malting barley will became a new crop at Southeast Asian markets.
