PET prohibition – we give thanks to the Federation Council (2015-12-18)

According to the Resolution of the Federal Assembly of the Federation Council of the RF No 153 “Concerning current state and development prospects of the Russian alcohol market”, senators supported our position focused on PET prohibition.

The Senate proposed to prohibit 1,5 l. PET containers from July 1, 2016 and from January 1, 2017 – PET containers exceeding 0,5 l.  This time period has been discussed within the meeting with the Chief of Staff of the Presidential Executive Office Sergey Ivanov.

It bears noting that the same draft bill concerning PET prohibition was offered by a group of deputies led by the United Russia party member Mikhail Tarasenko in 2013. In June 2014, it was passed the first reading but was opposed by lobbyists from transnational brewing companies.

They managed to stop passing of the project but a number of followers of the project has been constantly increasing.

In April 2015, the Government of the RF officially approved prohibition of PET containers, exceeding 1,5l. from July 1, 2016 with continuous transition to 0,5l. container (refer to http://barley-malt.ru/?p=13072&lang=en).

On behalf of our Union, we give thanks to the Presidential Administration of the RF and personally, the Chairman of the Federation Council Valentina Matvienko.

Let’s remember that even in 2012, having studied the request of our Union, the Federation Council approved introduction of limits for PET use.

d) to study the question concerning limits for PET use (taking into account a transition period) in alcohol production and distribution, including brewing products.

What is the result? Are there followers of transnational brewing companies, selling out for thirty silver coins in the State Duma today? If they exist, despite the support of the Presidential Administration, the Federation Council and the Government Commission for Alcohol Market Regulation and Improvement of Competitiveness, we’ll take notice of them.

It bears noting that local authorities in some regions began limiting PET use. For example, in Sevastopol, a ban for bottling of alcohol in the points of sale has been introduced. By opinion of the Senator of Sevastopol Andrey Sobolev, this region is one of the largest centers of winemaking in Russia, so they shall set standards for the whole alcohol industry. Plastic containers are harmful for health and environment, provoke uncounted counterfeit products. So the Government of Sevastopol support limits for PET use.
